18.6.3 version is automatically rolled back to 18.6.0

At the current stage it is not possible to use this version because it keeps get rolled back. When I try to upgrade the project, it upgrades but upon reopening it gets rolled back.
On a new project, Visual Studio does not create with the latest version of MSTest SDK 4.0.2. But in reality, It should use the latest version.
Besides this, Nuget Package Manager keeps warning about updates which points to 18.6.3, and I install the packages but after reopening the solution it rollbacks.

This behavior is related to this issue opened by me in Developer Community.

Am I only one with this issue?

1. Which exact NuGet package is rolling back? (e.g., Microsoft.NET.Test.Sdk, MSTest.TestFramework, MSTest.TestAdapter)
2. How are you installing it? Through Visual Studio's NuGet Package Manager UI, the CLI (dotnet add package), or by editing the .csproj directly?
3. Visual Studio version (Help → About Microsoft Visual Studio)
4. .NET SDK version (dotnet --version in a terminal)
5. Steps to reproduce — step-by-step from creating/opening the project to observing the rollback
6. Expected behavior — what should happen after installing 18.6.3
7. Actual behavior — how does it roll back, and when exactly (immediately after install? after reopening VS?)

Note: If the issue is specifically with the MSTest SDK (MSTest.Sdk 4.0.2), that package is maintained in the microsoft/testfx repository. The microsoft/vstest repository is for the underlying test platform (Microsoft.NET.Test.Sdk, vstest.console, testhost, etc.).

If you can share a [minimal reproducible example]((stackoverflow.com/redacted) — a .csproj or small solution — that would speed things up significantly.
